Cadiz beaches

I read recently the local authority has made nudism legal on all beaches around Cadiz. There are some signs that I've seen that suggest nudism is "recommended" which I love the idea of but I suspect is just poor translation.
I was wondering if anyone has experience of this area and if they know if this has made nudism more common in the signed areas, or even just toplessness more common around Cadiz.
We have friends near there so were planning a visit sometime soon.
