Default Photo Resolution Question

I do not know where to ask this so I apologize if this is not te place.

There seem to be many photo editing experts on here so this question if for you. Is there a way to increase the resolution of a picture as you enlarge it? For example, if you have a small picture, when you enlarge it the picture becomes pixelated. Is there a way to fix that?

I'm not too familiar with editing for this, but when I do run across pixelated pics, there is a nifty free program that helps smooth things over: noiseware community edition at http://www.imagenomic.com/download.aspx
