How Long Before I can reply to users

I had an old account under Superstar1 and have a new one as I could not longer log into the old one. I now cannot reply to folks that comment or direct message and I am wondering if it is because I am a new user and only have a couple pictures posted so far. How long does it take for the review by an administrator?

Once you post more photos and receive more "Thanks" for your posts, your membership will automatically be updated.

Does that mean outside my profile in threads? I have a few in my profile but can add to threads
