I've been to that contest several times. It's here in New Orleans and it's every Thursday night at Utopia on Bourbon Street. Cameras are allowed! Pretty awesome, but I'm always extremely tired the next day at work if I decide to go.

DoubleGGuy is right, it's a homemade bikini contest at Club Utopia.. I took these pictures a couple years ago when I was down there for Spring Break
