That's Haulover beach in North Miami, Florida. That's from the Uncle Chester U.S. series of Beach videos. The first giveaway is a diversity the people, second giveaway is the hazy appearance of the sky.

I downloaded the following 2 pics from the Philadelphia WNBR 2013 most likely shot at the same place, so yes (in my opinion) this is Philadelphia.

This was a bit of a conundrum, similar to the three ones above rascaldog_fan's, from the Philly WNBR: while the building is clearly the Bal Harbour Ritz-Carlton, the angle (especially showing that little bit of the building above the woman at left's shoulder) doesn't align with the picture having been taken from the south. It seems, then, that it must have been from the north side, looking south, which makes it from the south end of Haulover Beach, accessed north across the Collins Ave/A1A bridge, from which the screenshot was downloaded.

Are you using something other than Google images? I've try searching the same pic with no results? Is there a better reverse image search?
