I downloaded the following 2 pics from the Philadelphia WNBR 2013 most likely shot at the same place, so yes (in my opinion) this is Philadelphia.

To place the location a little more accurately, StreetView on Google Earth from 39° 58'0.22" N 75° 7'45.54"W looking through the trees across the Delaware River yields about the same relationship between the two tallest buildings on the skyline in the background in the pic. That seems to be the Camden County City Hall on the right and what looks like a phone company switching building with the antenna at the top at the corner of Haddon Ave at Federal Street on the left .
The pic was likely taken at Penn Treaty Park in Philadelphia looking pretty much south. I could not really locate the spot for certain with the accuracy I would have liked but I believe, based on the green paint on the crumbling asphalt in the pic, that it was somewhere around 39°57'55.42"N 75° 7'46.47"W - near the green paint area visible in the current Google Earth image.

This was a bit of a conundrum, similar to the three ones above rascaldog_fan's, from the Philly WNBR: while the building is clearly the Bal Harbour Ritz-Carlton, the angle (especially showing that little bit of the building above the woman at left's shoulder) doesn't align with the picture having been taken from the south. It seems, then, that it must have been from the north side, looking south, which makes it from the south end of Haulover Beach, accessed north across the Collins Ave/A1A bridge, from which the screenshot was downloaded.
