Not every picture can be fixed. You have to use a program like Opanda IExif to see if there is a thumbnail and manually restore it. If you do a search for exif you'll probably find a thread on how to do it.

You have to look at the thumbnail. If it is there, you can copy the thumbnail out, expand it, and put it in the photo.
