Here's a suggestion (and I myself will look around as well):

Go on photo sites where anybody can upload photos. Search for cheer practice or cheerleading practice, etc... Generally, girls wear short-gym shorts to their practices and on any type of stretch (or basically anything where they aren't standing up straight), you can see panties (some prudes wear compression shorts

). Let's see if we can find a bunch of these.
