Im not really a photoshop pro but from what I do know it's not really possible for it to be fixed as such. It could be faked but that's probably about as good as it'll get.

Well, it's from the music video "Copper Red" by singer Sierra Swan, and this is how it appeared in the video, so unless you can track down the original footage or an uncensored version, which I don't think has ever been released, there's no way to "fix" it.
