I think I may have an answer! The first thing I thought of when seeing them was after-WNBR swimmers (because of the paint). I, too, had found some of the pictures (see below), one of which I believe was posted earlier by Klondike, and my best clue came in the final one I've posted: the lettering on the woman on the left of the picture. While it might at first appear to bolster the Critical Massive theory, my guess is that the full text on her reads "Bici Critica," which is the Spanish Critical Mass group that also supports Ciclonudista, the Spanish WNBR. As what may be the clincher, compare the color combination and general look of what you see on her to the organization's logo at http://bicicritica.ourproject.org/web/ . If I'm right, all that remains for the truly obsessed is to compare fragmentary paint remnants here to Spanish WNBR pictures to identify city/year...

Good work, Crispus. These people have mostly been in the water (except in the last pic), and their paint jobs have gotten badly smeared or washed off as a result. In my Spanish WNBR pics, most riders are either unpainted or have anti oil slogans written on their bodies. So its a little hard to match paint jobs. But even on those nudes you posted who's paint jobs remain somewhat intact, they do not appear to be sporting protest slogans, just colored hand prints and other designs.

Critical Mass (or Critical Ass) rides not associated with WNBR are sometimes done in the nude. I have a few pics. But if you search on it, it also brings up WNBR pics because I guess WNBR can also be refered to as "Critical Ass". Anyway, what I'm trying to say is maybe these pics are WNBR, and maybe they are from a Critical Ass ride not connected to WNBR. Along the way, I've learned some new search terms, and am reminded again that each city can have its own term refering to its bike culture. Portland has Pedalpalooza and searching on that can bring up nudity not found any other way. And there is Provflux (Providence, RI) as well as bicicritica and bicinudista. Those were all new to me also.

This is definately a tough one to sleuth. Perhaps the colored hand print paint jobs are a clue. Otherwise, its definately Spain. But exactly what and where im Spain is still a bit of a mystery - to me at any rate......

And Klondike loves mysteries......

Well, I said its definately Spain, but only if it really does say "bicicritica" on that one girl. Otherwise, there seem to be
more uncircumsized guys (one in a pic not posted by you) and fair haired maidens than you might expect from that country.
