I just wish she had told me the first time she did. She was wearing a top at the beach, and I was looking at all the other girls around us. Then I turn around and see Mom...with her top gone! Maybe, but in my experience, for some reason there is still a bit step between topless and going naked.
Bit more taboo, still an (incorrect) connection to sex.
So to take the step to go naked is a bigger one (bigger than topless according to my wife), but once people try it, they do love it. Not only because of the feeling of freedom, but certainly also to show off a bit.
When going to the sauna or beach, I always encourage my wife to shave smooth. Usually when going naked in public, she is a bit hesitant to be totally smooth. My mother went topless on holiday. It was kind of expected in the 80s and 90s on European holidays and you'd be a bit wierd if you were woman with her tits covered up. My mother in law was the same, and still is by all accounts, although not on the holidays I've been with her unfortunately!

- heard from my wife she has gone topless together/in front of her neighbour while on holiday. She was looking after the children of 1 of her neighbours so the parents could also have some "alone time". While on the beach, she has been topless together with the neighbours wife. Which is also kinda funny that the neighbour guy has seen her topless while her stepdad (friend of his) never had that opportunity (although the old basterd would loved to have that opportunity ... as would her stepbrother).

Guess that depends on the people you hang out with and where you go to.
My wife still like going topless on more quiet beaches or naked on nude beaches.
Also with people around we know, but it just depends on who they are.
