Long before water soluble material became available, my wife obtained some water soluble thread. She took apart a purchased bikini and re-sewed it with the new thread, then wore it into a hotel pool, pretending innocence when it fell apart and left her naked.

That depends a lot on the colour.
I have photographed some models in sheer when wet swimwear and a Ujena sheer when wet swimsuit in yellow colour was the best for this.
The yellow colour mask the skin colour shining through but becomes very transparent when wet.
