Seems to be not possible - the pic itself is quite blurry in original and (or) saved in a very low JPG quality (don't do so the 90ies and telephone modem, billing by time, is long ago).
"Remove" blure with (if existing) special tools or add ons for pic manipulating software will quite sure produce "painted" and fully artificial generated "random" pics which have nothing to do with how this one real person look.
