Merkins go back to at least medieval times (and probably much further than that). They wore them because pubic hair had to be shaved off to control the lice. No reason to think that that girl is wearing one, though. She's a real blonde, and blondes have about three times the hair follicles that brunettes, and red heads have. She just has typical blonde pubic hair.

Her name is Danica Curcic.

She's a famous Serbian-Danish actress and this performance is called Lort from 2015. She spends the entire monologue nude, but doesn't show all that much. Breasts and a hint of bush at times.

(It's an hour and 15 minutes long and in a foreign language, so I haven't scoured every second, but the best nudity appears to be near the start, plus there's a nice scene around the 12:30 mark where she jiggles her breast.)
