Please! Who Is She? Year? Place? Someone have another photos?

I saw the picture shortly after you posted it and instantly recognized the rider from Fremont some years ago, more than five and possibly ten, or more. I also believe that she may have ridden more than one year, but there weren't a whole lot of pictures, as she may have ridden a limited distance. She was certainly a memorable rider.

I tried a reverse picture search on both Yandex and Bing but came up with just a picture of a similar rider.

And I did quick scans of random Fremont threads from 2011, 2012, 2014 and 2015, but didn't have time to look through all those pictures. I later did do a reverse image search on TinEye and it showed multiple copies of the picture on multiple sites, and they were all first posted in the summer of 2017. That may be a good hint as to the thread to check fully first, the ride was in June and the pictures were posted on Flickr in July and August of that year.

By now, six-hours since you posted, I expected some of the guys in the Pacific Northwest would have responded with a definitive answer to the year, and with other pictures. I am sure there are others of her in the Fremont threads. I hope you enjoy the hunt looking for them, and good luck finding more of her. She definitely was a standout.
