Windy skirt EUF with Rachel Brosnahan from The Marvelous Mrs. Maisel, from season 3 episode 1 "Strike Up the Band". She does a stand-up performance for a USO show, and when she poses for a promotional picture, her dress gets blown up just as the pictures are taken.

Francine Lapensée in Demon Wind (1990)
Very obscure EUF scene from a very silly B-horror movie. A young couple walk into a seemingly abandoned dinner, following her depressed boyfriend and his strange visions. While he looks around the place, his girlfriend tries to 'lighten him up' by dropping her pants and wiggling her underwear-clad ass in front of him. Her black lacy panties have a red heart attached to their seat, it seems to imply she had sewed it to her panties before their trip as a funny surprise for him. He's not impressed though, and then a lady comes out of a room. The girlfriend is very embarrassed and pulls her pants up hurriedly, quite realistic EUF reaction.

Does EUF in the world of theatre count? In the stage musical My Fair Lady, there is a scene where flower vendor Eliza Doolittle is to be cleaned. She protests, but the maids strip her down to her bloomers as they drag her off for a shower. Sadly, the movie version doesn't include this sight, instead cutting away before Eliza loses any clothing.
Included her is a gif from the 2018 Broadway revival which had Lauren Ambrose playing Eliza, and a behind the scenes picture from the movie with Audrey Hepburn in some bloomers, suggesting that maybe they had considered it but sadly didn't go through with the full scene.
