Looking at the attached image you posted you notice the infamous "two pairs of panties" strategy.

It looks like she's doing a topless scene so one wonders why jump through the hoops this way.

It looks like it's a Japanese film, so maybe her pubic hair was showing through the material. That's one of their big taboos. I've also noticed it in western films like; The Whole Ten Yards (Amanda Peet), Zeta One (Carol Hawkins), and Idle Hands (Jessica Alba). The most famous double panty scene is Marilyn Monroe's windy upskirt in; The Seven Year Itch (even though it's only in the publicity material. Not a hint of her panties are seen in the film).
