This is Caroline Sihol in a French TV series dramatizing some of the stories of Georges Simenon - "L'heure Simenon" s01e05 "Le fils Cardinaud" (1987) about a wife who runs aways from home and is searched for by her husband.

From the clips at ancensored she does not seem embarrased by her nudity.

The movie is called �White Fire�. The actress is named Belinda Mayne. There is another scene where she is skinny dipping and her husband takes her towel from her. It�s kind of ENF-ish.

Actually, it's not her husband. It's her brother. And it's kinda creepy. He makes a comment about "too bad you're my sister" as she walks away with the towel, and later on in the movie he meets someone who looks exactly like her.
