Actually, it's not. It's supposed to suggest a girdle (or rather a garter panty), but Martha's actually wearing a pair of full cut briefs with a garter belt. Animal House was set in 1962. Women's underwear in the early '60's looked like battleship armor. The movie was aimed at late '70's teenagers, so underwear that was 100% accurate to the time period just wasn't going to work (see photos).

You can better see what the costume department did on Martha's co-star, Mary Louise Weller. Clearly, those are briefs and a garter belt. The last photo shows an extra (with her back to the camera), wearing proper 1960's underwear.

It could be a publicity still. They still do them, though not as often as they used to.

EUFs that nobody asked for, and nobody ever wanted to see. Ethel Merman in the film; It's a Mad, Mad, Mad World. These are only two of about a half dozen times that she ends up in her underwear in this movie. Considering how good looking the other women in the film were, it boggles the mind that Merman was the one they decided to use for these scenes.

Yes. If ever there was an old movie that DISSPOINTED with Not having any EUF/Benny Hill Type Action, its A Mad Mad Mad Mad World.
