I will try to solve the mystery. With such a 'quiet' sea, i would suggest at a first glance that you have much more chance that it's on the Mediterranean sea instead of the much rougher Atlantic-, North- or East-sea.

This is on the Belgian coastline. I cant remember the town but ive been there so 100% sure.

EDIT: It is in Wenduine. When you type "Spioenkop' in google, you will find the location where the girl is standing.

The vegetation looks more like Northern or Baltic sea. Maybe the Netherlands, Germany or Denmark.
