I'm curious why we don't see more of the beautiful woman seen on the far right side of the first photo. She's in these other two photos (at right in 2nd photo and third from right in last photo) but I haven't seen her in any more. Anyone know of any others of her?

I'm pretty sure that is Renee King. She is a pretty well known artistic nude model. If its not Renee, the girl in the photos bears a striking resemblance. Renee is pretty easy to find on flickr and Tumblr. I hope its not improper to identify her by name but like celebrities and most professional models, nude or otherwise, this is no kind of secret.

In general, no. It's legal for women (and men) to be topless in public in NYC.

I think certain public events can get permits for nudity, like this one, also featuring the Outdoor Co-ed Topless Pulp Fiction Appreciation Society.

Perhaps because it's "art"?
