Well, I can tell from the art style that it's by Akatsuki Myuuto, though I don't know which specific work.

Looking for a video that used to be on Dailymotion a few years ago. There was a swimming competition and one of the girls swimsuit ripped at the bottom at the end of the race. I think loser of the race had to strip. I'm pretty sure it was an anime

That's called Umisho, should be able to find it from that. Here's the original manga scene.

There's a similar scene to that in the Anime Sex Taxi (Kojin Taxi) the driver spies on a girl sabotaging her rivals swimsuit and predictably it rips appart during the race. First at the straps then she decides to duck down under the water with her butt sticking out of the water causing her suit to rip there too completely exposing her in the pool. It's a good scene if I can find it I'll post up the link.
