It is from an old VHS tape, that I used to have a copy of, but can't remember the name now. There were about 4-5 different scenes. Some (obviously staged), where the cameraman "persuaded" young ladies to strip in public places - one was supposedly a traffic warden, another worked in a copy/print shop, one was on the front in an English seaside town, this was another.

This is a copy of the Traffic Warden clip posted by SodapopUK (who posts on here sometimes)

It's from a video called HOMETOWN GIRLS and just about every clip from that video has shown up here at one time or another.

Sorry about the quality, but it was an old tape even in 2005.
