This was from the 90's TV show of Louis and Clark which was Dean Cain playing Superman. In this scene, Teri Hatcher as Louis Lane, is frozen in time and stripped to her lingerie and then when she wakes up she is embarrassed when she finds out what happened. Hope it's not a repost

I don't think there is a scene before that one, i think the scene prior is him showing up and freezing the place. I couldn't tell you which season it's from, I just know his name is "the prankster" it's the guy from Perfect Strangers who plays him so he was only in two episodes i think
