It can be Salon Kitty. In that movie the nazies got a lot of women (all of them from good families) and make them work as hookers in a High Class Brodel (sorry, can't remember if the spelling is correct), just to spy on their own Military Officers.
In the recruiting part, they bring all this women (about 50), and make them strip naked and do it on a stage with some soldiers.
