Help me understand the idea behind this...is it that they found themselves on the beach in normal clothing then decided to strip down, or are panties some sort of intentional fad in beach wear?

The girl in the mesh blue panties which barely cover her is unbelievably hot and sexy. Wow....thanks.
I've long been a lover of women/girls in panties on beaches for whatever reason: no bathing suit with them, easier just to be in panties, or liking to be in panties. I've been to beaches with quite a fw women who enjoy just being in their panties (and sometimes bras) in a public place, an exhibitionist turn on. Also women who like pleasing the guy their with who likes the display. Also, lots of women don't see the difference between (some) panties/bras and bikini and just don't care.
