There are three other women in that picture and none of them is topless. Is it common for women to wear bikini tops at a clothing optional beach and for there to be only one fully nude woman? When I enlarge the picture it almost looks like the area where here bikini top would be has been brushed out. The image quality is too low to know for sure.

In some countries where nudity is allowed at every beach, or almost every beach (like Spain, some countries in northern Europe...), it's a quite common situation to spot only one fully nude woman among a crowd of people in swimsuit (especially since topless sunbathing is becoming very rare in Europe these last years)

How do you mean topless bathing in Europe is becoming very rare? It definitely is not Spain France etc. Where do you base this claim from?

This is (most likely) the beach of Salinas / Sa Trinxa at Ibiza, where sights like this are not uncommon. First three pictures the same girl, with her friend. Plus a few more of the same beach.

It IS becoming very rare in France, except on some secluded (and generally private) beaches, like around St Tropez. Slightly less rare in Spain, but even there it's really decreasing, especially among younger women. I've been in Spain twice last year (San Sebastian and around Barcelona), and spotting even only a few topless women at the beach was rather difficult.

About 10 to 15 years ago, it was so common that it was rather rare to spot women who were NOT topless at the beach in these countries...

In the Scandinavian countries it used to be very common for girls and women of all ages to sunbathe topless, today almost none do. Either people go to dedicated nude beaches, or they keep their tops on. This has changed within the last decade or so.

Well, in Spain (or at least the parts I visit) I have not noticed any reduction in the topless count. I've not been to Southern French beaches for some time, so cannot judge those.
