Lot's of clubs/bars have smoking areas...As long as it's semi-open to the air....So, for example, you might find a yard at the back, with canopies, and even outdoor heaters. the idea isn't that you spend all evening there, but it's somewhere to go for a smoke, for 5 minutes, without being completely exposed to the elements

There's an ashtray next to the lady, so I don't think she's breaking any rules. She's in one of those smoking areas.

Look up Clubzone.com as well,they often have some nice upskirt and nip slip pics from clubs around North America.
