Sometimes. It usually depends on whether there is EXIF data attached to the picture. If not, sometimes somebody has the unedited original stashed somewhere.

One way to tell would be to look at a directory with your blurred photos in them, and look at the thumbnail versions. If the thumbnails appeared to be unblurred, even though the full-size versions are blurred, then, some kind of unblurring can be done. Even then, the results appear to be pretty limited.

download and install a program called exifer
open the censored pic with this program. if you can see your picture uncensored in the bottom right corner (where it says EXIF thumbnail), then the uncensored thumbnail of the picture is still attached and anyone can save it (although only in this low resolution version)
