Yes and no.

If the picture is set to public viewing, you can get a direct link to the picture.

However if the picture is not, unlike the older format, it is not possible to to trace a private picture to a profile even if you couldn't see the picture.

So if the trace fails as a 404, it is IMPOSSIBLE to know what profile it was/is from.

Annoying from a finding point, but honestly its about time facebook fixed that huge flaw.

TL;DR = If the picture is set to public (or you are friends with them) you can trace the picture, if it isn't there is no distinction between deleted picture and just set private (no way to know).

However even if it is set private, having the original file name at least shows some form of validity.
