They aren't naked. Some jails do the bare shoulder shots for some reason but other than the shoulders they are covered. As pointed out, the ACLU would be all over this if they were actually naked.

Its hard to say what the story is here. I'm curious exactly where these are from and why they were taken. They certainly appear to be mugshots from a jail or correctional institution. It's also conceivable that they're part of some half assed piece of modern artwork. Whatever the case, I suspect they're not from the US. For as demeaning as it is to be incarcerated in the United States, there are many jurisdictions where it is a lot worse and where the inmates are afforded far fewer courtesies and rights. There is no ACLU in Russia. I don't see it as implausible that these women are completely naked. Unless we can find some full length photos, I guess we won't know. However, I am inclined to believe that at a minimum, everybody pictured was bare from the waist up. If they were only baring their shoulders, we would certainly see a bra or some bunched up clothing in at least one or two of these pictures and I don't see that in any of them. A lot of these pictures show a fair amount of cleavage. If there was anything covering the breasts, we would see it.

What I find especially interesting is while most of the ladies pictured are clearly upset, there are quite a few smiling and seeming to enjoy something of the situation. Perhaps those are the exhibitionists of the group. As for the question of ENF, I think we can establish that they're at least partially nude even though we can't see any "private" parts. With the exception of a few, most of these photos capture some of the most genuine and intense embarrassment I've ever seen. Most of the content in the ENF section is very obviously nude, but by the same token, I regularly question how many of the featured ladies were actually embarrassed. In this instance, there is no doubt.

The real challenge at this point is to try to find some more revealing photographs from the series if they exist. in my opinion, that would be an absolute ENF goldmine. Given how many there are, all on one site, I suspect that it should be pretty easy to at least find out where these are from, what is their context and is there anything more revealing. Whoever put them up there originally probably knows.

Actually, I believe most of them are from the U.S., and one in the last batch for sure. Very few other countries would use feet and inches in their measurements.....unless that gal is almost 5m 6cm tall.

I'd like to see one report where a woman claimed her mugshot was done topless.

And you are correct, there are some countries where the mugshot is probably taken while they are standing nude or topless, but those regimes don't usually post mugshots for the public, nor would they be worried about showing nudity in the mugshot.

And they thing that truly makes me believe they aren't topless is that I have seen very similar mugshots where they jail uniform is pulled down off the shoulder and visible just above the bottom border of the image. These mugshots were probably specefically chosen because of the 'look' it created.

Also, you won't see too many bra's in mugshots taken after intake. Most women tend to wear underwire bras which aren't allowed in jails.

Listen, I can't prove the women in these photos aren't topless, it just doesn't make one lick of sense that they would be.

Never heard of inmates having their mugshot taken topless, but who knows, so many rogue offices in the US tend to get away with anything till they're caught. Here's an article I found about the mugshots.

Seems like they have a procedure of at least giving a blanket to inmates. Went on mugshots and saw several with women holding a brown blanket in Missouri, but no pictures in Jefferson County.

& she is smiling so I think this is a fake - a bit like the end of a bondage video where they interview the model to show that she is alright & the scenes were consensual.

Originally when criminals were photographed by the police the criminals pulled distorted faces so they could not be recognized by other people who did not know they had been arrested. Some vintage mugshots show the criminals restrained so that they could not move to cause a blurring effect.

The only legal reason (in a "western" country) the law enforcement would have to photograph a prisoner naked would be photograph tattoos or distinguishing marks. There are none in these pictures.

I think most of these are casting photos taken after/during an audition for a porn movie.

If you showed the whole body naked nobody on this forum would complain - just remember to put it in the hardcore section.
