He isn't banned, he would have "A user who abused the forums" under his name. Just to make sure I checked the ban list and he isn't on it. A while back he did flood the board with posts to try to get over 10 posts, which were removed. He never tried to create a thread and upload photos, it seemed like he just wanted to link deposit file stuff.
He's welcome to post here when ever he wants or enter the contest.
