I have a couple theories. First is that she's some type of reporter. If you notice in the art gallery she seems to be talking to the riders and appears to be holding pen and paper as though she's writing. That would explain why she doesn't strip at all--she would be expected to maintain a professional decorum. That said, why would a reporter be holding pen and paper? Wouldn't she use a voice recorder?
The second possibility is that she wasn't originally part of the convoy but got convinced to join the ride along the way. While she joins in the group shot at the end, she doesn't appear in the group shot taken at the beginning of the ride. Perhaps she was biking back from someplace where she had to be decently dressed, ran into the WNBR and decided to join in the fun. Maybe she was a customer or employee at the art gallery (that might explain the pen and paper).

One of the post-ride reports says there was a reporter from Nude & Natural at the gallery (which preceded the fountain stop). Perhaps it was she, and she accompanied the ride to the fountain. As to the notebook, when I was interviewed at our local semi-sanctioned nude beach on the first hot weekday of the spring, the reporter used only pad and pen: perhaps it makes interviewees more comfortable? Did anyone see pictures of her at any point before the gallery stop?
