Lot's of clubs/bars have smoking areas...As long as it's semi-open to the air....So, for example, you might find a yard at the back, with canopies, and even outdoor heaters. the idea isn't that you spend all evening there, but it's somewhere to go for a smoke, for 5 minutes, without being completely exposed to the elements
There's an ashtray next to the lady, so I don't think she's breaking any rules. She's in one of those smoking areas.
