At the top of the bar, second from the left, it says "rate thread" and that should do it for you!

OneXMarine is correct.

However, the thread rating system is only available to members of the video forums. It used to be for everyone, but some people were abusing the system ( 1 star ratings just to be cruel etc...) and ruining it for the rest.
