Req: German movie, top ripped open
 

There was a video here that I haven't been able to find again. It was a German movie. A girl get approached by some maniac and gets her top ripped open. It looked like it was in front of a restaurant in broad daylight. There was no context, you get the impression that the guy was just crazy. The girl is left topless, she covers up and goes into the nearby building and starts complaining. If anyone can help it would be greatly appreciated!

This sounds like the one you describe, but as there is no dialogue, I can't tell if its German. The actress is Belgian, but who's looking at her accent?
