(Pretend) ENF from Surf movie?

Hi all, I was wondering if you could help me identify a movie (if this is in the wrong area, could a mod please move it for me? I'm not looking for clips, just help identifying/maybe a screenshot)?

I don't remember the movie, but it was a surf comedy, I think from the '80s, and during one scene, there was a competition between a couple of bikini-clad girls. One of the girls was losing or something, so she undid her bikini top and walked out of the water to all the attention that one would be given if they lost their swimsuit. I remember watching it on Netflix, and, even though it was R, her boobs were hidden by small black censor circles!
