What counts as an outfit? Just shoes, or a hat by itself does not. Even shoes + a hat is a little week.

Matching socks scarf and flower in the hair is an outfit.

Shoes and wings also works.

An unbuttoned shirt and jewelry is also nice.

How does this thread differ from barely dressed?

In barely dressed, the girl is wearing something that arguably counts as clothing like a really short skirt, a see through dress, or a long shirt that is obviously inadequate to cover her.
