Yes, but the movie only gives the IMPRESSION of being packed with nudity. When you come right down to it, there's really only a handful of girls who lose their clothes in the prom scene (aside from a few background extras who we only see for a few seconds), and the two topless girls in the convertible. Most of the prom girls, including Heather Thomas, were in their underwear. Heather Thomas's "nudity" was done by a body double (with different color hair), and Heather actually wore a full body suit under her panties, so that nothing could possibly show by mistake (look closely at this photo and you'll see the wrinkling of the body suit).
