There are always plenty of used memory cards for sale on ebay. Check what else the sellers are selling before buying though - look for ones who specialise in selling old phones or job lots from house clearances/closed trade-in businesses etc for best chance of finding new wins. Sometimes charities sell ones they’ve collected from donated electronics on there too. They’re not often the cheapest but have the highest hit rate for undiscovered data.
Best to avoid sellers who mostly just sell bulk used card lots as these have likely been bought and resold between the usual suspects multiple times.
Check the card slots on old cameras & phones for sale in charity shops & car boots - once in a while there’ll be one left in there.
Unformatted cards are always preferable but some good stuff can sometimes still be found on quick-formatted cards if you’re using apps like DiskDrill, it’s just a sign that someone else has probably got there first.

Additional - keep an eye out for news of chains of phone/electronics shops (that offer trade-ins) going under. People often forget to remove the memory cards from their old devices before handing them in - especially back when they were still used in most android phones - and those companies can’t usually sell the used cards in their stores, they just hold onto them. A few years ago a company who’d clearly bought or inherited the bones of a liquidated phone business started selling job lots of the *apparently unchecked* used cards on eBay, hundreds at a time. A handful had come out of the tester handsets in the stores and had photos of the shops on them so it was obvious they were all from the same chain. There must’ve been tens of thousands of cards in total, and they went for a song because there were so many job lots listed at the same time. Anyone with a bit of spare cash on the hip and time to scan the cards did well that year, especially with the resale mark-ups. Granted that’s a very rare situation, but there must still be millions of used cards out there in storage warehouses and lockups, waiting for their day at auction. Imagine how many have passed through companies like CEX over the years. They’re out there somewhere!
