There are... But Asian girls are often told by their parents (especially mothers) not to go out in the sun for fear of getting "too dark".

So I think most of those beaches are frequented by Europeans. And some gigolos from what I've heard.

Before the influence of Western missionaries, Japanese were quite casual about nudity (especially before the post-WWII occupation), and in Bali and Indonesia there were places where women routinely went topless.

Here are a few I've found.

Here's my best guess: For there to be a large number of pics of any particular group/ethnicity of girls on topless beaches, several overlapping conditions must be met:

1) Area permitting nudity/toplessness in public

2) Local weather permitting nude sunbathing at least part of the year

3) Presence of beaches

4) Economic conditions which allow large numbers of residents to own cameras

5) Local infrastructure allowing easy internet access and reasonable upload speeds

6) Presence of the group/ethnicity in question among local residents

Apply these to regions/countries around the world, with black girls in mind:

America - Well-integrated/diverse population means there are lots of black girls; relative wealth of populace means cameras are everywhere; perfect geography and climate in many areas; but indecency laws prohibit nudity in almost all public areas, including beaches.

Europe - Most countries are extremely permissive vis a vis nudity, but many are too cold for much beach-going, and others are landlocked; Economic conditions vary greatly, but cameras are common in most places; however, there is little or no integration or diversity in many, many places. As a lifelong NYer who lived in Ireland for almost a year, I can attest to this; I became homesick for african americans. Without diversity, things get dull.

Africa - Plenty of beautiful black women, but nudity is forbidden in the Muslim northern half of the continent, and photographing nude women is very risky. Also, widespread, grinding poverty makes cameras a rarity, and resulting civil unrest reduce the overall amount of recreation opportunities of any kind.

Middle East, Southeast Asia - While there are women of color here, with few exceptions, Muslim majority nations forbid anything approaching nudity; where toplessness is allowed, it is practiced only by tourists, as Muslim women would'nt expose themselves regardless of legality.

Asia - Most asian cultures are extremely modest in regards to public exposure. Laws, if present, are superfluous; nudity is generally improper across Asia.

I cannot agree to that... because in Africa, cellphones are litterally everywhere, even in the most remote villages you'll see that almost every adult owns a cellphone, even the elderly. Of course, some people are still using many older models that don't have a camera, but it's changing really quickly, since lots of relatives who have emigrated to Europe or America have the habit to bring back their used cellphones to Africa each time they get a new one. The last time I've been in Africa with my wife, we had even bought a bunch of brand new "basic" cellphones (Motorola W180 for example), as gifts for her family; we were shocked that many people, among the poorest ones, were very disappointed at these gifts : they already had better phones...

What is more difficult is to get the pictures out of the cellphones... access to a computer is sparse, very few people have access to the internet at home, most go to internet cafes, which are quite cheap, but generally use very old computers, lacking the ability to connect a cellphone or to put a memory card in it.

But believe me, the rate at which we see pictures and videos taken from cellphones in Africa, leaked on the internet, is skyrocketing. Not to mention the "hot webcam" activity that is occuring in many (most) internet cafes.

If you're making the argument that Africa isn't phenomenally poor, and that good cameras are as common there as the are in the US or western EU, you are out of your gourd.

It is not what I'm saying... What I'm saying is that despite the poverty, or maybe a bit due to it too (since land phones never really found their way into homes...), the cellphone is probably the piece of modern equipment that is the most widespread in most African countries, with many more people owning one than other artifacts of the modern life like refrigerators, television, or even electricity (I personally know some people in Africa who own cellphones, without having access to any source of electricity near their homes... They have to walk sometimes several hours to the nearest village to get it charged when the battery is low...)

So, with the progressive replacement of the oldest models that is currently occurring, these people get access to cameras too. Of course, it's still very partial, and usually makes crappy pictures, but the use of cellphones to take pictures is beginning to become quite usual, especially among the young generations. You'll begin to notice this radical change rather quickly, with the development of Internet access and the people getting used to it.

I believe you are correct. Cell phones in poor countries can pay for themselves by allowing farmers to know which local market is paying the best prices for their harvest. Communication lowers transaction costs and eliminates unnecessary costly and time-consuming transportation. Third world countries are even using cell phones as bank accounts, in places where banks are almost nonexistent.
