As I understand it, the practice of "jail sentence to Brothels" ended about thirty years ago - I racall being told a similar story, by a Turkish Sailor, when my ship made a Port Call at Istanbul in 1977...

The State Sanctione Brothels in Turkey appear to be in operation, although there is a movement to shut them down, as this video seems to say.

A simple google search on the subject indicates that the brothels exist...but the women in them wind up there due to economic reasons.
