I only know of a couple beaches and hot springs. I’d love to find a full resort in the pnw as well

Join AANR and TNS. I'm assuming you're a single male, and you find nudists are very wary of single males. They are generally what most resorts have problems with. In my experience, you'll see some younger members, but it's not until you get into middle ages that you'll see an increase in numbers. Look for resorts that have volleyball tournaments or 5k's. Pickleball attracts a variety of ages. One of the biggest volleyball tournaments is at Lake Como in FL, near Tampa. They have a very active younger group that comes to play every year. There are other similar events around the country.

My hope is that being 21 might help open some doors that being a single male shuts.

But to answer the original question; according to my wife the answer is "yes." They're just more discreet about it and keep it at the level of "mere glancing."

Years ago, on a Labor Day weekend, my wife and I flew into Seattle and first visited the AAA office to get maps and a tourbook. While there, we asked the agent if there were any places where we could be naked. She told us to try Doe Bay on Orcas Island. A few hours later we were taking a Ferry Boat to Orcas and checked in to Doe Bay. Not a nudist resort as such, but we spent the whole 3 days nude and nobody bothered us. Dressed only for meals.

My wife says she's not interested but if I ever ask something when we get home like "was that guy with the hat bigger than me?", she'll say something like "maybe a bit longer but you have more girth".

So my wife is definitely looking at everything.
