Yes the gray hair may have something to do with it. Also the bare look has been in style for a while now, and when the pendulum swings the other way, the younger generation will probably embrace the bush first. I’d expect these trends to continue to slowly evolve, example, women who religiously plucked their eyebrows to have a very thin look are now tattooing permanent makeup in that area to give a fuller look which is apparently now back in style

The gray hair thing is very plausible. Also, Gen X and younger Boomers came into their teens/adulthood during a time where pubic hair started disappearing with Brazilian bikini waxes. Many just stuck with it into their later years.
Covid had a little something to do with the return of pubic hair. A younger friend of mine said she stopped shaving/trimming while quarantining; and decided she actually liked having full pubes. Quite a few of the younger ladies at my resort are hairy.
