I live less than 20Km from the Cap and am normally a frequent visitor. But I was stupid enough to do myself a painful and mobility-restricting injury a few weeks back that will probably keep me off the beach for most of, if not all of, this summer. My first time to Cap D'agde, I was 24. I went in June and was new to nudism and the lifestyle. Though there were only a few people there, I was shocked by the public displays on the beach and in the dunes. I felt awkward looking on at couples having public sex, like a pervert about to be ridiculed. We are a couple from Luxembourg and we will be in Cda from 2 to 9 August.
In August 2013 we stayed for 2 weeks at the hotel Eve in Cda and Joelle had her pubic hair fully depilated by wax at the beauty shop 'Ladybel' near Port Ambonne. She wanted to try it and also did it because we noticed that most women inside the resort and at the beach had little pubic hair and a lot were fully shaved.
What is the trend this summer at Cda, at our local naturist club in Luxembourg, fully shavet are not very common, a lot trim their pubes short but mostly leave some hair on the pubic mound.

To answer your question. Most people are fully shaved it is quite rare to see a "Hairy" pussy these days. To speak for myself, I am always "Bare down there" !!
