a 2nd panty is worn often to cause a better fit of cotton-panties or if she has her period and is wearing pads in her panty.

My wife always wears small cotton-panties with pantyliners in them and therefore for better fit always an elastic spandex-panty similar to the following pictures.

Panties like the 2nd one dbl2.jpg are also be worn over a pantyhose to prevent sliding down.

My wife has those panties in multiple colors.
