Well, I think you're giving a wrong explanation. It's certainly true that nudism is not practiced in Italy, but regarding topless it is more a matter of fashion trends, as in 80's it was much more common.
Sincerely, if you refer to foreign tourist, it's true they are more comfortable with topless, but at the same time they wear a sort of granny panties respect to italian girls and ladies. So, if you go to an italian beach this summer and you're an ass lover you'll be quite happier than in a nudist camping resort.

Well...if anyone want to see Italian nudists, visit Balearic islands like Formentera, Ibiza etc... It is commonly known fact that majority of the tourists in Spain Nudist beaches are Italians in Summer...But this year it is totally gone because of Covid fear...
