Idk, sometimes people are just clueless or don't think too hard about what they're putting on. She probably just thought, "oh, I'm just going to the DMV," and then put on comfortable sweatpants and granny panties without thinking about it much," and just didn't notice how high her panties were sitting up on her waist.

Maybe OP knows. OP, did you ever see her try to pull her shirt down or pull her pants up at all? I'm sort of imagining her going to scratch her back, accidentally feeling her panties sticking out, and then pulling her shirt down in panic (I saw that happen at a bar once. It was a cute girl who was wearing the same white Hanes as the DMV lady. It was really hot).
