As someone that has been involved in hundreds of airbag tests, they are designed to go off soon enough to protect belted and unbelted passengers, but not too late to break an unbelted passenger neck. If everybody wore their belts, it would make the OEM engineers job a lot easier. And BTW, dashboard is where your feet are placed... it's the IP where the face would get planted, LOL.
