Need help with Filezilla

I'm trying to use Filezilla to upload some videos to the new sites and my uploads are failing. I'm not sure if I have properly made Port 21 available through the firewall. I'm running Windows XP and I only have the firewall that comes with it. Can someone walk me through the steps to make Port21 available to the FTP site?
